Advocacy Manager

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

四人斗地主As the Yemen Country Office focal point for global advocacy on Yemen, the Yemen Advocacy Manager will be working closely with members from Save the Children International and individual Save the Children Members, serving as a member of the Humanitarian Advocacy Working Group (HAWG) – ensuring that this global network remains informed on local developments and opportunities to influence positive outcomes, especially for children. 

The Advocacy Manager will lead on the advocacy strategy and manage the production of key advocacy products/activities. This involves close collaboration with the Country Director, the Director of Advocacy, Media and Comms (AMC), the Field Managers, the Media & Communications Manager and other members of the Yemen AMC Team to identify Save the Children’s advocacy priorities, develop advocacy messaging, and advocate for policy and programmatic changes with local and international advocacy targets, as well as local communities. The Advocacy Manager will ensure advocacy products reflect humanitarian programmatic priorities, and are sensitive to contextual risks which could impact upon the response operations, are impartial, and represent the field needs from across the country. The Advocacy Manager will seek clarification on any politically-sensitive matters which may impact upon Yemen operations and seek appropriate sign off (e.g. Country Director level) on any global messaging or products.

    KEY AREAS OF ACCOUNTABILITY:

    Focal point for our global advocacy on Yemen

    • Lead advocacy strategy development and ensure the integration of advocacy priorities and activities with the response as a whole and supporting SMT situational awareness and analysis.

    四人斗地主• Develop short/longer-term advocacy objectives, using tools and guidance from the HAWG, in close collaboration with the HAWG country backstop, Yemen AMC Director and Regional Humanitarian Advocacy and Policy Manager.

    • Manage advocacy initiatives in close coordination and cooperation with Yemen AMC Director, Yemen Country Office leadership, operations and technical emergency response staff, the HAWG, the Regional Humanitarian Advocacy and Policy Manager and communications, media and campaigns staff, as appropriate. The function will work closely with national programme staff and build on their experience.

    • Ensure that all advocacy messages, documents and strategies are evidence-based, of high quality, authorised by the AMC Director and Country Director when necessary, signed-off according to the Save the Children sign-off procedures

    • Liaise with Yemen communications and media colleagues where appropriate, including but not limited to, key message development, and ensure this is shared fully across the membership

    • Liaise with members, particularly via the HAWG, on what information and products are required to support international and capital-level advocacy on the response.

    四人斗地主• Define key advocacy opportunities and targets at national, regional and international levels and lead, mobilize and coordinate national, regional and international advocacy colleagues to influence these, as appropriate.

    • Provide information and analysis to the HAWG and other interested parties via regular email updates and on weekly calls to support global advocacy.

     

    Lead for SCI’s Advocacy in Yemen

    • Support the AMC Director and Country Director in high-level advocacy towards the Humanitarian Country Team, key UN agencies, donors and national actors

    四人斗地主• Work closely with the AMC Director to develop a proactive engagement strategy to on build and maintain good relationships with national and local stakeholders

    • Work closely with the INGO community to develop common messages and coordinate interagency initiatives

    • Provide regular analysis of how children have been affected, the humanitarian response environment in country as well as other factors such as UN coordination, security, and current and future challenges which have an impact on children and their access to humanitarian assistance.

    四人斗地主• Support or lead the development of an advocacy risk assessment, as required

    • Represent Save the Children at appropriate country-level working groups

    Essential

    • Bachelor degree in communications/Public Affairs, Law or International Relations or any other relevant field

    • Prior experience working in an emergency response contexts or fragile states

    • Significant prior experience working in advocacy on humanitarian issues, child rights, human rights, or development issues, preferably in emergency response contexts or fragile states

    • Experience of influencing and advocacy work including lobbying, policy development and information provision in humanitarian issues at national, regional and/or international level 

    四人斗地主• Excellent skills in advocating towards government officials, humanitarian actors and UN agencies in developing countries

    四人斗地主• Experience of and strong skills in developing and implementing humanitarian advocacy strategies

    • Extensive knowledge of child rights and international humanitarian law

    • Understanding of UN and donor operations at country level and humanitarian response-planning cycles
