Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

 

In order to support the best informed process in the filling of the above-mentioned vacancy by direct selection, the ILO invites interested candidates to submit their application online by the above date.

 

The following are eligible to apply:

  • ILO Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations.

*The recruitment process for General Service positions is subject to specific local recruitment criteria. The ILO may only offer a contract to persons who have a valid residency status and work permit in Aden /Yemen.

 

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 22,986 USDollars yearly.

Introduction

四人斗地主The ILO, in collaboration with UNDP, FAO and WFP, is currently implementing the Supporting Resilient Livelihoods and Food Security in Yemen Joint Programme (ERRY II). The three-year joint programme, financed by the EU, is implemented in six vulnerable governorates: Hajjah, Hodeidah, Lahj, Abyan, Taiz and Sana’a. The overall objective of the Programme is to contribute to reduced vulnerability and strengthened resilience of crisis-affected communities in Yemen through the creation of sustainable livelihoods and improving access to basic services.

The Senior Finance and Administrative Assistant will support the administrative (mainly procurement of goods and services) and financial aspect for effective implementation of the ILO component in this project on “Supporting Resilient Livelihoods and Food Security in Yemen Joint Programme (ERRY II)”.     Description of Duties

    Under the direct supervision of the National Project Officer based in Aden, the Senior Administrative and Finance Assistant will perform the following duties and responsibilities:

    • Responsible for planning and monitoring the work project use of funds, and participate in the preparation of the project Budget.
    • Carry out all operations required for authorising and effectuating expenditures under all types of funding and ensuring the most rational use of those funds. This includes making calculations, requesting funds, checking supporting justifying documents and making payments.
    • Responsible for good maintenance of project/office administrative files and records. Search and select information and records in specified format or on the basis of general instructions for use by others in preparing reports, correspondence, technical papers, project plans and general reference documents.
    • Control the project allocations and expenditures and make  adjustments to optimise utilisation of funds,
    • Maintain tracking, monitoring and/or reporting systems regarding allocations and expenditures, analysing expenditures and making proposals for corrective measures.
    • Participate in the preparation of the project evaluation report.  
    • Provide administrative support for meetings, seminars, workshops and/or other events.
    • Entering contract information in a database, drafting correspondence and maintaining files.
    • Provide clarification and explain a wide variety of rules and administrative procedures and coordinate with various administrative sections for follow-up actions.

     

    Description of Duties (Cont'd)

    • Advise and assist project staff with office management and administrative support services. Provide interpretation of administrative rules, regulations and procedures. Make travel and hotel reservations, prepare travel authorizations and assemble information pertinent to the purpose of travel
    • Prepare periodic financial reports and correspondence, as per requested formats by donor and stated in the project agreement document.
    • Prepares draft contracts with necessary supporting documents, keeping control over their implementation and filing the relevant materials, collection of price offers from suppliers, preparation of proposals for purchase of office supplies and equipment. Arrange control of distribution and maintenance of inventory records.
    • Follow up and control the workflow with local partners, social constituents, and concerned departments in ILO.
    • Follow up and report to enhance ILO visibility including the inter-agencies and other communication platforms.
    • Follow up on all security/logistics matters for ILO team, national & international consultants, and incoming missions, including the entry visas, travelling arrangements, accommodation and other necessary.
    • Maintain, update and transmit inventory records of non-expendable equipment for ILO office in Yemen.
    1. Perform other duties as assigned by the supervisor.

    Education

    Experience

    四人斗地主Experience in working with ILO-funded projects is an asset.

    Six years of progressively responsible clerical and administrative work. Relevant professional experience with supervisory role.Similar experience with the United Nations Common System or an international organization is desirable. Practical experience on standard office software packages, email and automated information management system required by the work unit (e.g. WORD, EXCEL, PowerPoint). Experience of dealing with confidential matters with discretion. Knowledge of the relevant project and programme area and the Office’s operations would be ideal

    Languages

    Competencies

    In addition to the ILO core competencies, this position requires:

    • Good knowledge of rules and regulations governing area of specialization (finance, personnel, relations, publications),
    • Good knowledge of the work programmes of the organization; good drafting skills in at least two languages,
    • Good analytical skills; proven ability to prepare reports and administrative statistics; ability to provide training and guidance on administrative and financial rules and procedures to implementing partners, junior staff members,
    • Excellent time management and supervisory skills,
    • Ability to work proactively in the spirit of team work,
    • Excellent verbal and written English and Arabic,
    • Ability to interpret project financial information and to identify and analyse problems with implementations,
    • Ability to work with different computer software and databases.
    • Must demonstrate responsible behaviour and attention to details
    • Knowledge of financial and administrative management processes, experience with financial rules and procedures. Knowledge of operations in an UN organization would be an advantage
