四人斗地主DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

四人斗地主Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the job

Responsible for the overall operational and programmatic planning, reporting, and implementation to enable DRC to achieve its objectives,  Supervises the Field area and ensures that DRC procedures are streamlined in the project implementation. Builds relationships with key humanitarian partners, authorities, and beneficiaries  donors.

This role has a Field focus and ensures compliance to DRC procedures and guidelines within the defined Field area – Abs and Aslem. The role contributes to the development of a Filed and Field  strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to Abs operations while overseeing Abs-Aslem area related activities.

    Responsibilities:.

    Management:

    • People management of direct reports (incl. development, performance & recruitment)
    • Support and mentor staff members by identifying clear deliverables and providing training
    • Support and monitor programme staff planning of activities
    • Supervise finance, admin, human resources, procurement and logistics ensuring that expenditure is compliant with DRC procedures, donors’ regulation and national legislation

    Programme  Management:

    • Development, coordination, planning, implementation, monitoring and reporting to AO, CO and other relevant humanitarian actors
    • Supervision and coordination of programme and support staff; notably GFD and SMC
    •  Monitoring of project expenditures for Abs expenditures
    • Facilitate assessments and monitoring missions to follow-up on projects
    • Assisting in the preparation of project reports for external donors, conceptualizing and developing sectoral and local strategies in close co-operation with the Emergency Distribution Team Leader
    • Assisting in improving programme initiatives
    • Ensure that the programmes are implemented in accordance with DRC standard regulations and operational procedures
    • Ensure that at all times contact with beneficiaries, target groups and representatives of authorities is conducted in a sensitive and respectful manner and in accordance with CHS
    •  Supervise implementation of the projects via monitoring and evaluation
    • Ensure adherence to DRC Security procedures according to the DRC Operations Handbook and local security rules
    • Ensure adherence to DRC Distribution procedures according to the DRC Distribution SOPs

    Other:

    • Cultivate good relations with key humanitarian actors, including WFP, ECHO, OCHA, UNICEF, UNFPA, INGOs and donors, through regular attendance at technical meetings/clusters and bilateral meetings
    • Liaison and close coordination with Clusters, UN agencies, NGOs, SCMCHA and government authorities and non-state actors
    • Ensure that timely and quality project narrative reports are provided to the AO/CO on time according to donors requirement
    • Represent DRC as required
    • Accountable for ensuring that DRC’s policies for Casual Labour are adhered to
    • Secure the establishment of an Abs Filed office

Qualifications & Experience المؤهلات والخبرات

    Required experience and competencies                                                                                               

    • All DRC roles require the post-holder to master DRC’s core competencies:

    About you

    • At least 5 years' experience in relevant field in an INGO
    • At least 3 years' experience with people management
    • Substantial work experience in the areas of emergency, camp management, GFD sector, especially with  displaced communities can substitute education qualification.
    • Experience managing field offices desireable
    • Experience in project management and proven organizational skills
    • Good knowledge of relevant donors
    • Experience dealing with national partners and local/government authorities
    • Professional background in working with internally displaced persons and/or refugees
    • Good experience in training and liaising with national NGOs
    • Experience working in multicultural work settings
    • Full professional proficiency in English
    • Willingness to embrace and further develop overall objectives such as gender equity, impact monitoring, and cross-sector cooperation.

    Education:

    • Advanced degree in political science, international development, economics or other relevant field

    • Fluency in written and spoken English and Arabic

    We offer

    Contract length: Till 31, Dec 2020 with possiblity of extension based on performance and fund.

    Start date: 15 March 2020
